As a legal, policy and environmental expert, Philip is passionate about effecting economy-wide change, particularly on social and environmental justice fronts.

Philip has a depth of experience leading state and local governments through policy development and helping them develop programs that center communities and focus on growing the engagement loops that connect communities and governments. His colorful professional background has helped him develop a unique perspective on how economic sectors rely on one another, and it informs the guidance he gives to those hoping to impact economic change. Philip has spent his career being a social engineer; by using his learned and lived expertise, he’s developed the skills and ability to lead organizations through meaningful and transformative change.

His areas of expertise include:

  • Community and public engagement in policy and decision-making
  • Legal and policy expertise in environmental law, human rights law, and transportation law/policy
  • Justice, Equity, Diversity and Inclusion
  • Intercultural engagement and facilitation

Experience

Philip most recently served as the Environmental Justice and Community Engagement Manager at the Maryland Department of Transportation.

He has a B.S. in Chemistry from South Carolina State University and a J.D. from Howard University School of Law.

In Community

Enjoying the things that make life colorful, Philip has a passion for interior design, music, family and fashion—these are the things that bring him joy. He is the Community Service and Programming chair for the Gay Professional Men of Color DC.
