Abdín Noboa-Ríos, Ph.D.

Of Counsel

A native of Puerto Rico and long-time resident of Chicago, Abdín Noboa-Ríos, Ph.D., has more than 32 years of educational research and evaluative experience. He has also worked in the related fields of mental health and organizational development. He has earned five graduate degrees, with principal concentration in education and psychology, from the University of Illinois (Urbana), Harvard University and the University of California at Berkeley. He also has completed post-doctoral research in demography at the University of Michigan, Institute for Social Research (ISR), and received a post-doctoral degree in educational management and supervision from Connecticut State University.

Noboa-Ríos has worked as an elementary school teacher; high school counselor; school district director for educational planning, research and evaluation (PR&E); and as a research associate for the federal government. Other work experience has ranged from administering the educational initiatives of two grassroots, community-based organizations to teaching at three universities. He has worked at all three levels of government: city, state,d federal. His current work is in the private arena as president of his own firm, Innovative Consultants International, Inc., with offices in Washington, D.C.; Chicago; and Rio Grande, Puerto Rico.

While his research is varied, he has received attention recently for his work on assessment of organizational cultural competence in education and mental health, and as developer of a cultural assessment tool being piloted in Ohio. He was also a recent evaluator for math and science education reform with the National Science Foundation (NSF) as project director  for the Urban Systemic Program across 15 cities, including Chicago, and a project director for research on the State Systemic Initiative Reforms on Education for the NSF. His current work includes evaluating the impact of race and school closures among minority-led charter schools for the National Alliance for Charter Schools.  Overall, his evaluative work spans more than a decade with over 60 contract agencies. Noboa-Ríos is author of a book on desegregation, editor of two other book-length publications, including one on language policy in the U.S., and he has written over 40 articles, papers and monographs. He has served as editor of two national journals and was formerly international associate editor of Psychline, a bilingual, international journal in psychology. He is listed in Men of Achievement, Who’s Who in the Southwest, and Who’s Who in American Education.
